Defra: rural development funding for LEPs

The Department for Environment, Food and Rural Affairs (Defra) has announced that it is allocating 12% from CAP direct payments (totalling around £3.5 billion) to rural development in England, of which 5% (around £177 million) has been allocated to the Growth Programme and will be shared between Local Enterprise Partnership (LEP) areas.

The fund is from the European Agriculture Fund for Rural Development (EAFRD) and is for the period 2015 to 2020.

Stuart Coleman, Manager of the Tax Department of ABDS comments:
“This will give an overall Rural Development Programme budget of about £3.5bn. Of this Defra is allocating 5% to the Growth Programme. This gives a total of £177m - assuming an exchange rate of €1 = £0.80 - to be allocated between LEP areas.”

A separate EAFRD-funded Rural Development Programme will operate across rural England which will fund national schemes offering farming and environmental grants and also directly support rural LEADER groups operating at the local level.

Defra is asking LEADER groups to work closely with LEPs when developing their local plans. Defra also wish to offer a meaningful role for LEPs to help deliver growth through the other growth-focused elements of the Rural Development Programme.
